From the Settings menu, go to the Audio tab. Here, you'll find three different settings for Voice Chat.

All: Hear everyone on your team and/or your party.

Party Only: Hear only players in your party. Note: If you have Party Only selected, but you are not in a party, then you will join "All."

None: Disables voice chat.
